Difficult one this. It could be that he doesn't have the money to actually lend it out. If he has got the money....maybe he'll ponder over the matter and eventually agree to lend.
If your sis has not paid back money in the past then he is probably worried you won't - maybe tell him you'll pay back in monthly installments or something to make him realize he will actually see his money again

I feel a little bit like an ATM machine at the moment...... but I am trying to cut corners where I can coz the whole thing can really start to mount up- there's so many things you can have......and you can get a bit carried away.
