Yup I agree with Di - they happen after the meal, usually during coffee if you're having it.

I hope that my child, looking back on today
Will remember a mother who had time to play;
Because children grow up while you're not looking,
There are years ahead for cleaning and cooking.
So, quiet now cobwebs go to sleep.
I'm nursing my baby, and babies don't keep.

they are traditionally supposed to come after the meal but to be honest on our day we are having them before as we dont think its fair to leave the people doing the speeches feeling nervous throughout their meal and not relaxing and enjoying it as much as they would with nothing to be worrying about.

Traditionally it's after the meal but we'll be doing them before dinner as the best man is dreading it! We think it's best to get it over and done with so he can relax and enjoy the meal.
Also dad won't be doing a speech as I imagine he'll be nervous enough as it is. I just want everyone to have a brilliant day and I don't want anyone having to do anything they don't want to.
I imagine fil2b will be doing one as he'll love the attention

Went to a wedding in Sweden last year. The speeches took place throughout the meal. Anyone could make a speech, not just the FOB, best man etc.. They just had to let the best man know before the meal so that you could be called out.

It was great! The speeches were much shorter and far more entertaining than the usual format and people weren't as nervous.

We're going to use this idea for our own wedding in November.

Traditionally after as everyone has told you - we are doing ours once everyone is seated for the meal but before food is served....which I think is becoming more popular.

We're having ours before the meal too, as others have said, everyone can enjoy their meals then without the worry of the speeches putting them off of the grub.
